
They haven't done any draws yet on their turn. They are able to draw a card as Faithless Looting starts to resolve. I think the Narset would stop the ability of Looting here because in order to replace the card draw with dredge they have to be able to draw a card. The player can’t choose an option that’s illegal or impossible, with the exception that having a library with no cards in it doesn’t make drawing a card an impossible action. 608.2d If an effect of a spell or ability offers any choices other than choices already made as part of casting the spell, activating the ability, or otherwise putting the spell or ability on the stack, the player announces these while applying the effect.Other replacement and/or prevention effects can’t modify or replace it. 614.17c If an event can’t happen, it can only be replaced by a self-replacement effect.614.6 If an event is replaced, it never happens.Note: for effects that say the player may draw two cards, they won't be able to select that option so won't be able to draw or dredge there, however, Faithless Looting doesn't run afoul of this because it's not giving a choice. If they can draw, they can dredge and because the draw won't have happened they'll still be able to draw. If the player can't draw, they can't dredge.
